Williams Frasure is a professor of government. He also served as Associate Dean of the Faculty from 2001 through June, 2003 and as Dean of International Studies.

Professor Frasure directed SATA Vietnam 2005 and co-directed SATA Vietnam 2007.

Professor Frasure was one of a team of faculty to lead a group of Connecticut College students on a the first, four-month-long Vietnam SATA, Study Away Teach Away, program at Vietnam International University in Hanoi in Northern Vietnam during the spring semester, 1999. The SATA Vietnam program was the lengthiest ever between a U.S. college and a Vietnamese college.

From this experience, while Dean of International Studies, Frasure created the first "reverse SATA" program, funded through the Andrew W. Mellon Foundation, which brought five Vietnamese students from Vietnam National University to Connecticut College the following October, 2000, conducted with Professor of Economics Donald Peppard.

In 2001, Connecticut College was awarded a grant from the U.S. State Department Bureau of Educational and Cultural Affairs to support a three-year faculty partnership program between Connecticut College and Vietnam National University (VNU) in Hanoi. The State Departmentīs educational partnership programs support cooperation between U.S. colleges and universities and foreign institutions. Frasure, professor of government and then associate dean of the faculty, led the Connecticut College/VNU program.

In 2002, a group of CC students on a TRIP with Professor of Dance Lan-Lan Wang crossed the border from China to Vietnam along with Frasure, who had organized faculty and student exchanges with Vietnam National University (VNU) in Hanoi for several years. He had made the arrangements for Wang’s group in Vietnam and led that portion of the TRIP.

Further deepening of the CC-Vietnam relationship occurred in Spring, 2003, with SATA Vietnam 2003 with program directors Donald Peppard, professor of economics, Rolf Jensen, associate professor of economics, and David Patton, associate professor of government., followed by a further deepening of the cultural and pedagogical exchange with a visit to Vietnam by professors Fran Hoffmann, Dean of the Faculty, and Helen Regan.

In 2008, Frasure became the second American ever to earn an honorary doctoral degree from Vietnam National University (VNU).
