Although cap and trade programs have become widely accepted for the control of conventional pollution in the U.S., there is still no Federal political consensus to use these programs to address greenhouse gases. Nevertheless, based on the success of the U.S. SO2 trading program, private companies, State governments, and the European Union are developing new trading programs that may set precedents for future national greenhouse gas trading schemes. This presentation will assess the current status of emissions trading programs in the U.S. and will explore the trends that may shape future use of these market-based instruments. |
